Эта ошибка может возникнуть, если вы попытаетесь настроить Devise как заблокируемую.

undefined local variable or method `locked_at' for [someClass]

Это означает, что ваша модель не имеет соответствующих атрибутов.

Предпосылки: Настройте следующее в config/initializers/devise.rb

Devise нужны эти три атрибута для вашей модели. Поэтому создайте следующую миграцию и запустите ее.
