extractall извлекает данные в файловую систему, поэтому вы не получите того, что хотите. Чтобы извлечь файл из памяти, используйте метод ZipFile.read().

Если вам действительно нужен полный контент в памяти, вы можете сделать что-то вроде:

    input_zip=ZipFile(input_zip)
    return {name: input_zip.read(name) for name in input_zip.namelist()}

Часто работая с архивами в памяти в Python 2, я бы порекомендовал сделать инструмент. Что-то вроде этого:

Вероятные причины:

1. Этот модуль в настоящее время не обрабатывает многодисковые ZIP файлы.     (OR)
2.Проверка с пометкой StringIO.getvalue() Ошибка Unicode.
