Если вместо этого вы используете второй UINavigationBar с UINavigationItem, который имеет заголовок nil и нужные кнопки, вы можете добавить больше кнопок и иметь панель, которая визуально соответствует оригиналу.

Для iOS7 и выше это правильный способ сделать это. Нет необходимости в глупости UIToolbar.
