Первым параметром для итератора в forEach является значение, а второй - ключ объекта.

angular.forEach(objectToIterate, function(value, key) {
    /* do something for all key: value pairs */
});

В вашем примере внешний forEach на самом деле:

angular.forEach($scope.filters, function(filterObj , filterKey)
