В PS 1.6 я обнаружил, что мне нужно добавить переменную smarty, чтобы получить мою тему uri. В классы/контроллер/FrontController.php около строки 333, где tpl_dir установлен, я добавил следующую строку:

'tpl_uri' => _THEME_DIR_,

который возвращает путь к теме.
