Если ваша база данных связана только с этим проектом, и вы пытаетесь отменить все в своих миграциях, я просто отброшу базу данных, а затем запустим rake db: create.

Затем у вас будет готова пустая база.

Или есть еще одна причина, по которой вы пытаетесь запустить сценарии вниз?

rake db:migrate:down VERSION=<timestamp_of_first_migration>
