scrollview может содержать только один элемент. поэтому для обеспечения вашей функциональности вам необходимо установить линейную компоновку (как правило..) и добавлять пользовательские представления или макеты в качестве дочернего элемента в линейный макет.

Я советую вам использовать listview и ArrayLists для создания прокручиваемого списка
