Попробуй, мне показалось, что звезды намного меньше:

RatingBar ratingBar = new RatingBar(context, null, android.R.attr.ratingBarStyleSmall);

А также я смог динамически создавать множество RatingBar, не касаясь какого-либо xml файла, просто java-кодирования.
