Вы должны действительно использовать правильную систему шаблонов. Jinja2 включен в AppEngine.

Однако в то же время ваша проблема заключается в том, что ваши шаблоны ASCII, но ваши данные нет (не могу определить, является ли это utf-8 или unicode). Простым решением является префикс каждой строки шаблона с помощью u, чтобы сделать его Unicode.

Но вы действительно должны использовать правильную систему шаблонов.
