Я только что исправил ту же проблему, и мой обходной путь был следующим:

создать фиктивное приложение и установить тему внутри onCreate():

public class TestApplication extends Application {

то внутри теста вы укажете класс приложения в config:

Вместо этого вы должны использовать RobolectricGradleTestRunner.
