Как настроить локальный репозиторий maven 3

Мне нужно иметь полностью автономный репозиторий maven из-за некоторых ограничений. Согласно http://cwiki.apache.org/confluence/display/MAVEN/PluginResolutionException, поиск плагинов выполняется только <pluginRepositories>. Поэтому мне интересно, как настроить maven для поиска плагинов в локальной файловой системе. Я пытался использовать префикс "file://" при установке <url>, но он не работает.
