dict.items выполняет dict.items по парам ключ-значение словаря. Поэтому for key, value in dictionary.items() будет проходить по каждой паре. Это документированная информация, и вы можете проверить ее на официальной веб-странице или, что еще проще, открыть консоль python и ввести help(dict.items). А теперь просто в качестве примера:

>>> d = {'hello': 34, 'world': 2999}
>>> for key, value in d.items():
...   print key, value
...
world 2999
hello 34

AttributeError - это исключение, которое выдается, когда объект не имеет атрибута, к которому вы пытались получить доступ. Класс dict не имеет никакого атрибута predictors (теперь вы знаете, где его проверять :)), и поэтому он жалуется, когда вы пытаетесь получить к нему доступ. Это так просто.
